For anyone else who’s confused:
When Arms came in and heard Foil say “She did it again”, Arms thought Foil was referring to Jessica, Foil’s girlfriend, who’s apparently cheating on him and everyone is aware of this except Foil himself.
Hog and Foil were actually talking about an olympic athlete (Kellie Harrington), Foil remained convinced that the athlete was the subject of the discussion all the way through, meanwhile Hog became aware of the misunderstanding and realised that Arms was referring to the girlfriend.

Thank you to the other commenters who helped me understand.
This was probably the most confusing sketch so far.
