It's highly unlikely for anyone to know if a Dog is rabid or not by just looking at it .
They might just be protecting their area .

How did he know it had rabies ? I couldn't tell cause the dog was walking fine and I saw no foaming at the mouth or any strange behavior other than the attack .

The one dog has blood on its mouth and you can see that both have some scratches. For example, the other one looks like it has a scratch on it. Rabies doesn’t spread that way though, it’s through saliva.
