There is a strange lack of legal obligation to notify the local council of your change in living circumstances with regard to council tax. However, don't make the mistake of concluding you don't have to pay council tax when it is due!

The core of all these issues is that UK council tax is grossly excessive, unfair and not value for money.

No proof of Obligation exists: see superior statutes The Bill of Rights 1689, Act of the Union 1707 Interpretations Act 1978 etc.. The Council ONLY operates within the Legal System and often pseudo-legally . Non payment of Council Tax is considered a Civil matter, When a 'SUMMONS' FOR LIABILITY ORDER is issued the Council rents a room in the Magistrates building, the Notices pertaining to be from the Local Magistrates Court bearing an improper Magistrates Court Seal, if you ring the Magistrates court and request Court records the 'FRAUD' is revealed as the Magistrates cannot provide records due to the "cases" being heard in Bulk hearings and being internal to the Council, the signatures on the documents are also randomly generated and therefore all of the above is in breach of Judicial Procedures and are not subject to personal consideration .

Legislation permitting the issuance of a Liability Order documentation was removed in 2003, all Principles and Agents are Obligated to provide evidence of a claimed Right under Schedule 12 Tribunals Court Act 2007: Principles/Agents MUST Legally provide in support of claimed Right, details of the Court issuing a Liability Order, the Order which creates Principal/Agent Right to claim the charge offset and Obligation of a Person to pay the liability . This fact can be established by requesting under Data Protection Act and General Data Protection Regulations all information in relation to the Subject, no Liability document can be produced which is a Legal requirement to prove the "Debt".

All Legitimate Courts in England MUST adhere to Judicial procedures to establish Jurisdiction: Criminal Practice Directions (Not applicable in this case) OR Civil Procedure Rule, (additionally 5-4-2 requires a court to produce all case file documents on written request citing the rule within 48 hrs) . Rules also include the number of Magistrates or Clerks/Judges who must be under Oath [Not interchangeable in a Criminal case] separation of powers and INDIVIDUAL Consideration of a case, the Council holds a Court in the Magistrates back room, under a jurisdiction outside of Judicial Procedures "special appearance" issues all paperwork internally, holds all records exclusively, hires the Magistrate, Clerk, Legal Advisor and the Councillor (who collude to a guilty verdict) equal to no separation of powers!

All courts except for Chancery and Queens bench or when operating under Common Law are Admiralty Courts (De facto).Passing judgment without Jury or Lawful consideration on the basis of "Assumption and Presumption" of consent derived from the "Consent to be governed giving Statutory law the Force of Law", consent acquired to administer on behalf of the Legal Fiction and all Legal title in correlation and conduct commerce. Principles and Agents often breach Legislation act criminally and collude, in the case of the Council the unproven "Debt" will be assigned to a Debt collection Agent, attachment of earning (if your employer cooperates), the alleged "debt" associated with the LEGAL FICTION will be secured to the correlated Legal Title i.e. a House, Car etc; the solution is to separate Legal Fiction from Legal Title through a private (unregistered) Trust, operate outside of Commerce not as a registered/licenced business, in the 'Private' such as a private members association which is outside of Legal jurisdiction and Legislative regulation.

This is a long story but it is how it all played out for me 8 years ago.

When i first moved in to my property, I always got the previous (residents) TAX bills and therefore I ignored the letters and yet past them back on to the Council that issued the TAX bills, stating that I was not that person(s) to which the letters where addressed to.
This went on for over six months (at that time I was paying my own Council Tax via direct debit.
Then came a (red letter) telling the previous residents that court action was now to take place, again I sent this letter back to the Council stating I was not that person(s) and that I was in deed already paying my Council Tax via DD from my salary each and every month.
Then about 14 days later another letter came and I was so peeved off that no one was reading my responding letters and statements that I went to a local solicitor and told him about the problem I was having and gave them all the copies of all the letters I sent back to the Council, along with the letters they had been sending out (yes I photocopied all my letters I sent back to the Council)
Apparently I was not meant to open the letters the Council had sent me, but like most people, I never really took notice of the name given on the envilopes and thus just open them solicitor said that this was fine and he will deal with it.
In the end I was found guilty of opening the letters, but that was dismissed by the courts and the Council finally accepted that they where at fault, only because the courts got involved.
No more letters came in the post for the previous residents at my address, but a little over a month later I was rewarded with £2, 500 from the council, as the courts and my solicitor concluded I was being harassed by the Council for so long, that they ordered them (Council) to pay me compensation.

I applied for single occupier discount as I lived lived alone, caring for my 4 year old son after my wife left and returned to her native Australia.
It was refused as they said she could pop back at any time !!!!
I appealed and incredibly the council sought a barristers opinion, costing God only knows how much. He ruled in my favour. Utter madness.

Hypothetical: I'm a gardener or a driveway cleaner or a window washer; I'm running a business providing services just like the local authority is. If I were to say, go round someone's/everyone's house in my borough and clean their garden/window/driveway without a request to do so, should I expect them to pay me?
And if not, how is this different to the council automatically emptying my bins on the assumption I want done so and then charging me?

After my Dad died, I moved into his house to decorate/refurbish the property I paid Council Tax for the 12 months I was there. I advised the Council I was now leaving and asked for a balance on the account. They provided the balance, about £30 and asked me for my new address. I refused and they said they I could not pay my balance until I provided them with my future details.

I politely refused. They would not take payment. I moved and waited. I had recorded the conversation and had all letters E-mails etc.

After about 6 months I received an E-mail from them and I rang them. I paid the balance, they never knew my address and the problem ceased.

No man can make another man obligated to pay anything ! Council tax is not law !
Show me the law of paying the CT ! None of this legislation crap ! Acts and statutes need consent

He has just confirmed that we are all slaves. He also confirms that the council are in breach of the modern day slavery act 2015.

I’ve refused to pay my latest bills of a fixed DD of £100 as I simply can’t afford it. They have written to me telling me I’m in arrears for a Few years gone by. But at this point in my life now I’ve just turned 42 having watched videos and read various things etc etc I’m simply going to ask them next time to provide me with a copy of a contract that I have signed to agree to pay this alleged bill as I believe it’s extortion or provide me with the obligation to state I HAVE to pay.

Act of settlement 1700 states that every human has the right to seek shelter without cost to creation. Creating an obligation for another without consent is unlawful. Why are we bound by obligations created by them while they break every law and obligation created by them and binding them just for a few quid.

You “must” pay this. Switch that to legalese “may”. They cannot prove there is a legal obligation within their legislation to make payments.

what is wrong with this man. we all have proven that corruption fraud lies by the councils. yet he still supports these corrupt people in every way. The only thing to believe would be he is supporting laws and legislation of a deeper cult. and a status of people who live a grand life on the backs of the public.

A lot don't want to pay taxes due to all the recent issues police, nhs, immigration, lbgt issues etc there's A lot struggling to afford the basics when money is being wasted on nonsense

My gripe with the Council Tax is I am paying for services I do not use. I do not use a public library, leisure facilities, schools or have an adult in social care. My other annoyance is with how the Tax is divided here in Nottinghamshire. I live in Mansfield and the biggest part of my Tax is to Nottinghamshire County Council, not Mansfield District Council as you would expect. I have only travelled to Nottingham ONCE in the last year and that was as a witness in a court case ( so bad I could not find my way off the train station ). Also in a report by NCC I was appalled to discover that Nottingham residents will "continue to receive free parking permits" where in Mansfield you have to pay nearly £30 for a visitor permit to park on my street for the year. Surely the council would make a lot of money to cover its short-falls by charging for permits in Nottingham as it is a much bigger area than Mansfield and they could use that money to help keep the rise in Council Tax to a minimum. The two Councils also can not decide who is responsible for what in my local park as it is split between the two Councils in regards to responsibility. I made a complaint to my local Council when I tripped and fell, causing significant cuts to my knee, over a strip of pavement in the park which was/still is damaged by a tree root ( the area is the width of the pavement and the root has caused the pavement to split and is raised by at least 2 inches where the root is exposed. Both Councils bounced me back and forth blaming the other for responsibility. I was not trying to claim any injury compensation, I was merely trying to point out it needed sorting in case an elderly dog walker or disabled person suffered the same fate. I even sent them photos of the pavement and my knee damage but they were not interested. Lastly, why is it Nottingham gets kept in good condition while in Mansfield our main roads are falling apart and the road drains are blocked causing severe road flooding during moderate to heavy rain. Also annoying as drivers find it necessary to drive at speed through the water causing a tidal wave to cover the pavement and any passing pedestrians (happened to me no less than 6 times on my way home from work, I couldn't have been wetter if I sat in the water. I was soaked to the skin, head to foot ) not fuuny.
