Great walk-through and issue resolution tips! Also, if you do have to downgrade Python to 3.10 then after uninstalling from Windows you may want to delete the "venv" folder so that it is recreated to 3.10.

One thing you can avoid from the beginning is the Python error (9999?!) right when you install Python for the first time:
--> On the first install screen (Python 3.10) put a check mark next to "Add Python 3.10 to PATH"

This should avoid getting a Python error message later on.
