I live near a Costco right now in the states and go there like 3 times a week. I would definitely live in Kawasaki if I moved to Japan. Plus, it’s the hometown of Kawasaki motorcycles which I used to own one in college.😊

Could you check out Tama Plaza area and Futago Tamagawa. Great places to to live away from central Tokyo but still very close
