I mean just give horses the same chances to become undead as villagers do when killed by zombies, and make it so horses are attacked when there's no player in range or there's a player riding them. Boom fully implemented new mob. Forces people to protect horses they've tamed or risk losing favorite horses, as well as chance to get undead horses.

I agree that the horse should be implemented in the game, but you still get one thing wrong. The zombie horse is not fully developed, it is just classified as undead (that couses smite to work etc). Maybe in the future we will see some unique mechanics with it? I hope so.

My idea: basic horse have a same chance becoming zombie as villager. He can spawn naturally in rare dead villages. Also common zombies have a small chance of riding a zombie horse. And last if zombie horse wipl be staying so long on sun light he can become skeleton horse

Every mount on the game has something special:
Pigs are small
Horses are fast
Skeleton Horses lets you ride underwater
Donkeys and Mules let you carry items
Camels can carry 2 players
You can carry lots of Llamas at once.
Strider's walks over lava...
The Zombie horse does nothing special going for them.

They used to naturally spawn in bedrock from what I remember I've run into 1 or 2 in my time.

Yea I completely agree and they should make zombies be able to ride the zombie horse because it Only makes sense, the chicken doesn't make sense.
skeletons have Skeleton horses so why shouldn't zombies have zombie horses?
