I find that hard to believe, if only because normally Humans of good enough physical health in Warhammer 40K are legally encouraged (if not outright mandated) to breed like Rabbits whenever physically possible to keep up mankind’s number advantage against most of their enemies. It’s not for nothing that Orks and Tyranids are usually the _only_ enemy factions that will outnumber The Imperium in terms of individual entities more often than not, at least in all-out bouts.
