I think there's some confusion between distance and angle of sunrays. It's the angle of rays and day length that matter. Distance doesn't matter so much here. Earth is nearest on January 3-4 and farthest on July 4, but that is due to elliptical orbit of Earth.

I think you should update your knowledge. The distance from sun is not responsible for climate change but only the tilt position is. The tilt position angeled to the sun has more sun time than the opposite side that's why we see opposite climate in both up and down side of equator. And when the earth reaches the half of its yearly circle the climate changes in both side to the equator vice versa.

Earth is tilt 21.5 degree in starting but today it is 23.5 after some century later it will tilt to 24.5 degree

This is wrong when the earth's part is closer to the sun, it is winter and when it is far then it is summer.
Season does not have a relationship with distance. Position of earth and direction of sunlight to the earth matter, it is possible when whicever part is farther, summer falls because the earth is tilted through which the sunlight goes farther hemisphere instead nearer one.
