What they *REALLY* need is a drastic simplification of income tax. Maybe not go all the way to a flat tax, but a very simple tax form with very few deductions and exemptions so filling it out is very easy to do.

So I own a corporation, and i sell a produce. The item I sell already has the tax included in the price.
If you raise my tax, then the price of my item goes up. So, in the end, the customer pays for it.
