Actually the Roman Republic kinda had an electoral college system, just based on class, not regions. (Well, the Tribal Assembly was kinda based on region, but that's not as commonly used)

4:30 this is a big problem in provinces like Judea, despite the imperials never getting more than a fifth of the vote and being intensely despised by the locals, the bitter rivalry between the regional parties like the Judean People's Front and the People's Front for Judea sometimes spilling over into armed clashes, has ensured that even the votes that haven't been suppressed get split, leading to the imperials always winning in the province.

I'm Portuguese so my vote is worth 3x more in Estonia... So obviously I choose to vote for Estonia.

Nah, this system is wonderful! In fact, it's not monarchical enough! But I don't mind a good elective monarchy, so long as it actually works and doesn't decay quickly or irreparably.
