iOS 13 - New automation feature in Shortcuts app

iOS 13 does have a new shortcut app is preinstalled by default. The new feature is called “Automation” that you can configure shortcuts that automatically run based on a wide variety of triggers.

This features that available for iOS 13/iPadOS 13 devices.

Looks like iOS 13.1 Beta released to bring back this feature after removed on Beta 5.
