There needs to be a significant pause at the TOP of the rep much more importantly than a pause at the bottom (even tho this is a sound tip also): Calves are mostly slow-twitch, so the time-under-tension needs to be long and the tension intense
People should try to hit their calves hard and often enough regardless of genetics
If you are training for aesthetics, the calves are a beautiful muscle when they aren't disproportionately large
Like someone else said, it is likely many people are not training them properly for whatever reason
