How Palpatine Was Going to Operate the ENTIRE FINAL ORDER FLEET [CANON]

In Star Wars Episode 9 The Rise of Skywalker, we got to see Palpatine's Final Order and the immense amount of Star Destroyers he had created on Exagol. Who did he plan to fly them? How did he build them?

After watching this, I wish that the "spy" in Rise of Skywalker was a Sith Eternal Cultist that had defected from Exogol. That could have built lore and actually explained Exogol and eliminated some macguffins.

It is possible that the Sith Eternal was what Palpatine sensed in the Outer Rims revealed in the Aftermath Trilogy. Then that would mean right before RoTJ he made contact with them, and when he died (the first time). They found his body amongst the ruins of the Death Star II, and brought it back to Exagol.
