Just a thought. What if the UK brought in a new kind of benefit on top of what they get on the dole? Maybe incentives could be given to welfare recipients such as reduced vehicle registrations, insurance, and power bills just to name a few. BASICALLY NO MONETARY GAIN.

People are expected every year to essentially take a pay cut in real terms if their wages don't keep up with the rate of inflation. Your forgetting to calculate how over the last few years how little benefits have moved from previous years. Think of it this way if your giving employees in real terms a 3% pay cut in real terms how would you like it if that same employe chose to be 3% less productive.
