International student enrollment falls below federally mandated cap

I think this situation is bad for schools because no one is taking classes seriously.

University institutions got greedy. They made money great. Sit on it for a decade or give students more scholarships, fund more research, OR pay your staff and TAs better - but don't build more buildings or campuses haphazardly. 😒
