I'm sorry but iran wanted to have Indian funding for the railway. India cowtowed to the USA and Trump particularly by stopping all funding and purchase of Iranian products.

Iran finally realized India can not be trusted.India is the closest ally of Israel and is getting close to US.Further more India stopped buying Iranian oil to please America.India was also spying for Israel and undermining Iranian security.

I think Iran did the right thing. They need investment now not empty promise and wasting time.
They are under huge pressure from the West, Israel and Saudi's.
They need to see India standing up for them. Same time china coming with both hand and helping their economy. Win win for China And Iran. If Pakistan (Sunni) can keep up with China why not Iran(Shia).Question is now is Iran kept all eggs in one basket? Future will tell.

The fact of the matter is that US sanctions have ensured that critical machinery requirement for the Chabahar - Zahedan was difficult to procure. Besides, these sanctions are ensuring that Iran completely goes under the control of China.
