THIS IS ALL WRONG BECAUSE IT IS A COMMERCIAL FOR THE 2 ADVERTISED VPNs. The ISP can just slow everything down. They don't care if you use a VPN or not. Encrypted, tunneled, blah blah blah. It gets slowed on the ISP end, not the VPN end. Otherwise you would always have infinite speed using a VPN.

Wait a minute. I don't believe you are covering real life scenarios. I'm on an ISP that offers 2G, 3G, and 5G. The issue with VPNs are that they are typically on slower ISPs and when you end up using it your throughput goes down. Also a VPN spends time encrypting and decrypting data thus causing even more time. You also have to factor in the latency to their servers which also impacts throughput. Many games prevent you from using a VPN as well. There are also applications that will not work while on a VPN and you have to exclude them from the VPN. The title of the video is misleading "Stop ISP Throttling | How to increase internet speed" because of the points I've covered. *Thumbs down*

long story short, this is a vpn ad. this DOES work though. for example, my ISP throttles youtube and related streaming services down to 1.5mbit instead of giving me the full 100 that my connection is capable of. I used to use free VPN services which worked "enough" but these topped out around 10mbit, so i got a VPS and set up a wireguard server on it. i can now achieve about 60 - 90mbit through my own private VPN connection while watching youtube at full speed. i may not get the full 100mbit but most of the time you won't be maxing out the circuit your ISP provides you. if your ISP blocks VPNs, consider using wireguard with amnezia or use goodbyedpi to get around deep packet inspection systems, if you're after speed then just avoid protocols like openvpn. wireguard is way newer and well optimized, hence you get much higher throughput on this protocol.
