Just googled it, the scene that explains how Tony knows was cut from the movie.

There was supposed to be a scene showing Howard Stark, Peggy Carter, and Hank Pym in a dated photo under a shield symbol right after Tony figures out time travel. The scene was still very fresh in his mind after he thought of the Mobius strip, and that's how _he_ knew. Military installation, garden state immediately makes Cap think of Lehigh because of his particular history, so he very quickly connects the dots to the Tesseract (in Cap's mind, Lehigh is forever tainted due to SHIELD / Hydra / Tesseract) and because _Tony_ is the one saying it, he knows it's connected to Howard Stark and Pym. This shows how well Cap can follow Tony's thinking and why exactly he trusts him on his plan.

I love how calm Cap is the whole time but you can see how much he knew the seriousness of the situation. Such a great leader amd character. He let Scott and Stark vent out steam, and instead of pointing fingers, he was focused on the solution. I bet Tony was relieved that Cap trusted him so much with his idea.
