A homemade sub is bad because:
1) If someone steals it, they won't know how to use it, and you will get it back.
2) It could give you an urgent uncontrollable craving for sweets.
3) It could turn you into a drug smuggler.
4) If you build a really good one, it could turn you into a murderer.
5) Someone might think you are a farmer.
6) People could find out you have a weird name that sounds like it has something to do with drooling.

This person sounds like he absolutely hates anything that goes on water. A lot of these subs are brilliant marvels of ingenuity yet this person is just bashing them as the most dangerous things ever created. It’s ok to make your own thing as long as you have the knowledge and know the risks of making it. This person is trying to discourage any creative thought, that’s how we make things like submarines better and safer.

He also invented the incubator, compound microscope, solar energy, thermometer, etc.

Most "narc-subs" arent subs at all. They never go under water and the top always is seen above water. The reason for these are to avoid radar by laying low in the water.
