Since Flashbangs aren't meant to be lethal, the case /shell remains intact, so no shrapnel is produced, this is why the grenade is full of holes, so the light and noise can spread out of the grenade without the need to rupture it

Fun fact : Flashbangs usually don't produce light at all-they're just extremely loud, which will jostle the fluids inside your eyes and cochlea so hard that you can no longer balance, see well, or hear anything.

Edit : I have been flashbanged before. It's very funny to see people make a single Google search and foolishly point fingers at me. The ones people find that do emit light are thermobarics, and you actually have to be looking at them for more than half a second to be blinded, like looking at the sun.
