Of course you can film in a city hall - any bylaw that states otherwise is not charter compliant. Filming in public is always permitted... and a city hall is pretty much the definition of In Public, in a publicly funded building, staffed by publicly paid employees, doing public work. Like filming the police that ejected a lady for filming.... in this public place and the police. WTF?
