How China became a space superpower silently ?

China is one of the biggest contenders in space program and they’re giving the US & spacex a run for their money.
How exactly did China become one of the leading countries that can compete head to head with virtually the biggest players in the space business?
A few decades ago when Russia and the US are at loggerheads as to who will be the master of space, it seems china wanted nothing to with it.
It’s estimated that around 3 billion dollars are being spent to fund China’s space program, which makes a fraction of the U.S. NASA budget in 2016 which was reported at around 19.3 billion.
It may seem like the only goal is to boost the Chinese morale at home and abroad, but it’s clear that privately backed space startups are providing a substantial benefit for the backers.
The steady growth shows that in 2016, China launched more rockets than Russia, exactly the same as the US that year- 22.
The main investors in China’s space program seem to be hedge funds and universities.
This private-sector push could allow companies to tinker and ideally improve government designs, but beyond rocket hardware, China is pushing a major boost in spending on space science programs that will challenge firms to develop new materials, sensors, and other technologies.
All in all, we can see a clear upward trajectory for both China’s rockets and its space-related ventures.
In fact, the new strategy heavily reminiscent of the Longmarch in the Chinese civil war makes us think of incredible outcomes such as China actually beating everyone and coming to Mars first.
China just might beat everyone with silent and resilient efforts, just like in the Chinese civil war.
Even if the competitors are outside of China, it looks like the unified approach to space technologies and developments might be a force major in China’s space tactic.

While the Americans were arguing whether China are copying from them it already has the world's fastest and longest train network, 5G Internet connection, the most advance AI etc etc.

Set achievable goals first and work hard towards those goals. This has been China’s method. They are pretty much on target on all their 5-year plans. They adapt and adjust accordingly.

Please not use western culture to see Chinese culture. China is not silent and resilient efforts. Just Chinese culture focuses on modest, low-profile, not attracting public attention. Western culture is show off, to speak loudly to make all people know what he did. But Chinese culture is the opposite, to be modest, not show off. For example, if I want to realize a goal, when I finished 50%, I was proud of it and talk to my parents, my parents will say stop showing off, you just finished a few of it, you did not finish it yet, and there is still 50% possibility you will fail. When you succeed you can tell others, if you are not 100% successful, stop showing off, because still there is the possibility you will fail. But in western countries, if people finished 50%, they will shout out to let all others know, and they want to get the praise, they want to get more confident. They need to speak out to get attention from the manager and from the public. This is the culture different, not China is silent and resilient efforts.

China have had it with all US negativity. So, it goes alone in every facet of technology. Now, they have what the US lacks eg 5G, Space station, maglev train.

In China, we have this saying, "Why isn't this money being used to develop technology and construction? Should we keep it as war reparations?"

Simply because when Chinese were "doing things", we were in the dreams of "being the chosen one" and "no one can challenge the great western civilization (or the Americans, most likely)".

Look how many Chinese can speak English and how many Americans can speak Chinese, I bet this will continue.

Fun fact 1 : China INVESTED USD15 billion ( USD15, 000, 000, 000.00 ) to design and build the space station from scratch.
Fun fact 2 : At the SAME TIME, Trump wasted USD15 billion ( USD15, 000, 000, 000.00 ) Pentagon money to build a wall at Mexico border.

So you tell me, how did China caught up so fast?
Answer : Proper allocation of fund.
