If you watch the movie, it’s pretty clear that he didn’t just throw the fight. Mace is one of the most powerful Jedi in existence and certainly one of the best combatants. It’s a close fight with high difficulty for either. But mace literally won.

Apparently, George Lucas himself said that Sidious lost to Windu fairly, and while George is the man, I can't help but think Sidious did throw the fight a little to further manipulate Anakin.

The dude needs to be reminded that Mace didn't beat Sidious with full force, if Anakin hadn't intervened then he would have lost and the end would have already come, but that's how the turn of events unfolded, I think Anakin himself wanted about it!

Dueling goes to Windu, Plagueis explained that Dooku's Dueling > Sidious' dueling and Windu >= Dooku, so Windu>Sidious with Lightsaber (1vs1), but Sidious possessed 2 swords and a more powerful force mastery than his opponent, so in the end Palpatine wins with mid difficultà at full Power.
