If the Countries with nukes could come to form a non-nuclear aggression pact, then that money currently spent on building, and maintaining nukes, can then be put towards building a starship - said countries will not even have to find extra funds...problem solved.

Hopefully you have invented a manner for detecting and eliminating micrometers and micro abrasive elements that litter space. And more importantly a measure of some form of gravity to deter the effects of cellular breakdown caused by zero gravity.

Would be easier to find a kilometer long solid iron asteroid and hollow if out, add some engines. All the basic materials are right there.

Which ship to emulate?  I've always been partial to the Enterprise A.

For all practical reasons, the Galaxy or Sovereign class ships would make the most sense as they are the latest in the series.

From there we can make advancements. Building a inferior ship design is pure nostalgic and strategically unwise.

Hmmz, did our engeneer also include the cost of rocketing all those parts up there and the whole plant with astronaut factory workers to assemble it ? Once in a lagrange point it would be hypothetically not too energyconsuming to keep it in space and a jolly cool habitat for humans to have fun with. Earth would suddenly be depleted from quite a lot of trekkies.
