Not that you need to be a rocket scientist to turn off a transponder on a commercial aircraft, it doesn't turn a 777 into a stealth jumbo jet when you turn it off/STBY.  Transponders give limited data about your aircraft.  It sends out a discrete code that is assigned by ATC that is 4 digits and an aneroid wafer/electrical variable gives an altitude readout.  The hardware inside the transponder has a Mode S code that is a hexadecimal number tied to the aircraft manufacturer/serial number as well.  This info is picked up by "secondary" radar means, Wiki Transponder Aviation.  Primary radar is is the actual radar echo that is bounced back from the aircraft.  Also most airports of medium size or larger do require the use of a transponder at all times while on the airport surface.  Get some facts first before you report...
