If you know the pin in and out of microchips, it is not hard to do substitutions. We had a whole library of manuals on chips that showed those back in the 80's electronic workshop I trained in. I bet Russia has the same library and a few techs that know enough to work around the embargoes by substituting in the right chip with the right hardwired logic.

That being said, China's chip industry just got kicked down a notch due to Biden saying if you work manufacturing chips in China, you have x days to come home or you are nolomger a USA Not in so many words, but I guarantee that left a mark.
