Ultron can see watcher because the infinity stone is in his body, is like he has become the universe. Let me assume that the universe is like a circle. When Ultron collects 6 Infinity Stones, he becomes the circle. The watcher is a square that looks at the events in this circle.​ This allows Ultron to sense the watcher's interference, thus allowing Ultron to perceive the watcher's presence.

In another word, this Infinity Ultron has become the cosmic being itself. That is why he can sense or see the watcher.
