Strange Supreme always had that snarky smile which was more enjoyable when the watcher was with him. He was enjoying the moment.

Strange: Ok, so, can you bring Christine back?
Watcher: Nope, I couldn't intervene the freewill.

As much as it feels like just-desserts, there is a logic to the Watcher's situation. Think of it like a Library, and the Watcher is the librarian. No matter what the story is. Now matter how the Book ends, he can't go around rewriting them. That is not his right to dictate the stories. And even if he could, at what point in all these infinite stories do you say: 'Now it's okay to go fix it' ?

So long as the books stay on the shelves, and the stories stay in the books. Sure, some of those books will have words that notice the librarian, but it is not the librarian's place to change the book.

Ultron's situation is different entirely. Ultron is the word in the book with a dark ending that jumped off the page and began trying to kill the librarian, burn the library down, and likely the city as well if given half a chance. As much as the Watcher has an obligation not to interfere with the books, that gets turned on its head when the books try to interfere with him and each other of their own accord.




I think the only mistake the Watcher made was that he made his presence known a little too well where he was peaking into some of the darker realities. He should never have even responded to Strange Supreme as that reality collapsed, even if he was addressed. And he really needs to learn to stop narrating to himself within cosmic earshot of omnicidal entities with reality warping artifacts. Especially ones that just finished eradicating all life in the universe and have nothing better to do than listen to the thrum of spacetime itself.

Why does it seem like strange was a last resort like the watcher seems defeated to go to him?

If Strange got one of the infinity stone of ultron, he could beat ultron easily. He was able to hold him off and finally contain both of them, so imagine what he could do with one more power of the stone.
