To add to the places that you already mentioned I would recommend: Punta del Diablo for excellent beaches, super chill, not so urban living. Piriápolis, a smaller and quieter city near Punta del Este, but very nice with also great beaches.

FYI: There is a high speed ferry to Buenos Aires, Argentina from Colonia and Montevideo. The ferry ride runs 1:30-2:00 hours. That makes for an interesting weekend trip or longer.

I am Uruguayan, Uruguay is a somewhat expensive country, true. If we compare it with the rest of Latin America, I would choose Uruguay without a doubt, it is not perfect, there are no neighborhoods as "neat" as in some places in the United States or Europe, insecurity is not a big problem but we could be much better. There are many places like no other where you can live quietly in a semi-rural area and at the same time be close to the city, the capital and the sea...if anyone is interested, write to me and I will gladly give you information.
