Every time US and NATO talk about International laws, it always reminds of the 6 million plus death caused by US regime changes and Wars over the last 40 years. I don't even have enough fingers to keep counts on how many countries US invaded and took over including the land there are occupying now, wiping out over 96% of the Indians native.

Civilians always use the term "full blown war". As a veteran of the U.S. armed forces, I can tell you that nobody in the military ever uses the term "full blown war".
If there can be a full blown war then there would have to be a half blown war or a quarter blown war. There is no line of definition.
And then there is the legal term of war " declaration of war" is a legal term. Are 2 people shooting at each other a war? Of course not. True wars are started and stopped through legal documents.
The war between North Korea and south Korea is ongoing because no peace treaty was ever enacted.
