While in English we could say "four oh five" or "five past four" for 4:05, Japanese only has one way of saying the time. So:

4:05 = yoji gofun
4:30 = yoji-han OR yoji sanjuppun
4:45 = yoji yonjuugofun

Hi,
it could depend on the situations, but we do use the 24-hour system. In casual conversations where the other person is in another country, we can easily assume whether it's AM or PM. But, if you want to specify, 8 a.m. is "gozen 8-ji" and 8 p.m. is "gogo 8-ji".

Hi,
we do use "shi" for 4, like "shi gatsu" meaning April (Month 4) and "shi ki" meaning "four seasons".

Also there is a way to say in the morning or in the afternoon - 午前 (gogo) / 午前 (gozen)

It kind of makes sense after a while. At first it seems weird because in English are building blocks to create words is our alphabet, and Japanese uses sounds (Hiragana and Katakana represent these sounds) Then with those sounds put together in certain ways becomes a word similar to our alphabet. The main difference is that once you put the sounds together changes the Hiragana or Katakana into a shorter, more compact character aka Kanji. for example: ima - いま in hiragana changes to - 今 in Kanji.

The scripts used in writing (hiragana, katakana, kanji) are all part of Japanese, so to answer your question : yes, it's all the same. If you study Japanese, you can communicate with anyone else who speaks/studies it too.

You'll have to get used to it. Brevity isn't the focus of kanji, anyways - it's the meaning in it that is. You wouldn't notice without someone pointing it out, but the characters are intricately made to resemble its meaning.
And this is coming from a mandarin speaker, so take heed :)
