Soul trap him, drag his body to the cloud district and enchant your boots with the gem. So you will always be stepping on Nazeem.

So I installed a mod that just gives more dialogue options to NPCs. Mostly they just say voice lines that are usually random, or they have ones from other characters with the same VA, or they'll mix a few words together to make new lines, and I like it because it adds a little depth to a few characters without any. For example, the guy that works for Belethor who has basically no voice lines and chops wood outside the shop all day has a line where he says the Stormcloak cause is noble, but it's about the worship of Talos, who he doesn't even worship. The housecarl for Falkreath will say she didn't have family in Hammerfell so she wandered north. Jenassa mentions how Dunmer are treated poorly in Windhelm and how she immigrated from Morrowind after the Red Year happened. And Lydia will express annoyance for Nazeem (actually a lot of characters in Whiterun do, the Jarl calls him a petty boot-licker or something). But in Nazeem's case, something was very interesting.
Basically, I insulted him to his face and he started a brawl with me. And he had no protection while he was on the ground, so my last punch to his head killed him. There were guards and other people watching me beat Nazeem to death in broad daylight with my fists, and not one tried to apprehend me or gave me a bounty. Even the guards were so sick of Nazeem that they were fine with turning a blind eye to his death.
I tried to resurrect him afterwards, but the game quietly removed him when I was gone and put his urn in the hall of the dead anyways. His wife occasionally says "I hope the wilds claim you one of these days" in a tone that's way more tired than angry, but still talks to you as normal otherwise.
Basically, you should download it. It's called More To Say I think, should be available on consoles. If you want to beat Nazeem to death and get away with it, it's for you.

It serves as a reminder that true value lies not in social status or self-importance, but in the actions and deeds that one undertakes throughout their journey in Skyrim.
