When you are new to playing Sid Meier's Civilization VI, one of the most essential things to understand is how to manage your population & housing. So, knowing how to grow your cities and ensure your citizens have a place to stay is one of the first steps in building an empire to stand the test of time. Whether you're going for science, culture, religion, diplomacy, or domination, your empire still needs the citizens to get the job done. Letting the population dwindle or run low on housing will lead to penalties, dragging your empire down and holding it back from its full potential. So maximize those food yields (don't forget production, of course!), and build those neighborhoods and granaries so they may eat, sleep, and live in the greatest empire the world has ever seen!

good video, is their a way to deal with cities you have captured that now say 0 growth but have more then enough food to create surplus food but still say Occupied: no growth. This is the problem i am having. be the first to cover the topic :) been searching for a vid but havent found 1.

Question: I am building a city on an artic coast, with no tiles that can be farmed. Suppose that it also has no access to fresh water or nearby mountains, so I can't build an aqueduct. The goal is to build a harbor, encampment, commercial, and industrial zones so that in the late game, another city working on a space race project can gain five production with a trade route to this city. To build all of these districts, I need to (at least temporarily) reach a population of 10 citizens. Suppose that I have no problem bringing in enough food through trade routes. How do I get enough housing? It looks like I would need twelve housing to grow my population to 10 in a reasonable amount of time.

I start with two housing, and I can add four more with a grainery and a sewer. If the first two districts I build are the harbor and encampment, then I can get two more housing with a lighthouse and barracks, reaching eight. Building city walls as a monarchy would get me to 10, but how do I get the last two? I don't want to have to count on getting a specific wonder, but is there anything else I am missing? I don't want to have to wait for neighborhoods to get this done. Are there any policy cards available earlier on the civics tree that would be helpful, or any other options I am missing?

Does housing on Ocen and river tiles stack, so for excample, do I get more housing if I settle an a river plus Ocean tile than on just a river?
