$11B isn't actually that much, and that cost is over 4 years, so under $4B a year, and given the total US government budget for military spending is $824B just this year alone, its actually a very cheap mission.

I bought a Martian Nakhlite meteorite. It's tiny but it's still from Mars. I also bought a Moon meteorite as well, also tiny. But they get super expensive the bigger ones you get

Something that might be a lot more efficient and less expensive would be to send a mobile robotic laboratory to Mars that can do literally every single thing that might be necessary to test these soil samples remotely where they are situated. Another thing to keep in mind is that what looks like a lot of money in the public changes very quickly when we start talking about private. There is literally unlimited money in the private world figuratively speaking. Although the gold clause was abrogated, and therefore no real money exists in the world (at least in the public), the credit that each and every man and woman has attached to them in the private is actually unlimited. While it isn't exactly money, it has an unlimited value. Basically your signature is what commercially constitutes a "promise to pay" (an IOU), WHICH IS WHAT REPLACED THE GOLD STANDARD. THIS MEANS THAT IF YOU KNOW HOW, YOU CAN LITERALLY GET ANYTHING WITH YOUR SIGNATURE. It basically replaced gold as money.

Only have to bring the samples back to the Lunar Colony which should be starting up about the same time. Give them something to do besides work in hydroponics all day do they can eat.
