Expensive is good if you want to make something to put on a frame, or for something professional like fliers for something or fan art for some company or game, but cheap is good if you want to draw for fun or just sketch.

For an artist, it's definitely gonna be the expensive color pencils, but I think the cheap ones are not a bad deal for students.
