The United States was so far ahead of the Russian in the 1980s under Ronald Reagan, the Mobile minuteman mounted on rail and MX 10 nuclear warhead ICBM missiles surpassed anything the Soviets had. After the Soviet Union collapsed we became complacent and Russia continued developing newer missiles, we are behind and have to catch up. Not only do we need to refresh the current nuclear arsenal, we also need to procure delivery vehicles. Let Japan develop their own nuclear weapons to offset the North Korean and China.
