The United States and Russia have had some form of treaty limiting their nuclear arsenals since 1972, and the number of nuclear warheads in the world has been decreasing steadily since the end of the Cold War. But with the recent demise of the Intermediate-Range Nuclear Forces Treaty and the upcoming expiration of New START, we could be headed back to a world of unrestricted nuclear competition.
