What did they expect when they try to inflict 'strategic defeats' and supply weapons to districts of other countries and push for their independence?

Did they expect these nations to fold back?

I not a politician but even I can see how such nations would decide to protect themselves from such threats.

The Nuclear Arms Race restarted in 2001. When the U.S. announced they were "re-furbishing" their nuclear arsenal, Russia warned that:
(1) it wasn't in the spirit of NPT i.e. arms reduction, not refurbishing or upgrading, and
(2) such a move by the U.S. would force Russia to do likewise.
The United States ignored these warnings and proceeded anyway.
