When i try and check my balance it just says a system error has occurred can anyone tell me how to fix this?

My card has only 15 digits on the front and on the back, half of the barcode is missing. NOT rubbed off but, missing. Like something at the factory prevented the entire barcode from being etched. 800 number is useless for help. Since the VITAL info is missing, I can't register nor log into their website, to check the balance. So basically they have our money, that I can't access.
