Think you skipped the disk setup bit which is pretty important. These days I don't do Linux with anything less than ZFS with native encryption. Last time I messed with Proxmox you could do a ZFS install but no encryption, well not without a shed load of messing about. Proxmox is OK for home hobby stuff but all commercial IT has to have data encryption at rest including the OS.
