I guess the answer is incorrect. If we reciprocate the ratio "v1/v2=f1/f2", we get v2/v1=f2/f1. Since we know the f1=280Hz, and v1 and v2 are equal to 331m/s and 346m/s respectively, we get: v2/v1=1.04532, which is a reciprocal of 0.96. Now, we have: f2/f1= 1.04532 ==} f2/280Hz=1.04532 or f2=292.6896Hz. Using the equation fB=|f1-f2|, we get: fB=12.6896Hz.

The beat frequency of two notes of nearly equal frequency is 6Hz. If the one is loaded with wax the beat frequency became 4Hz. what is the frequency of the other note if the frequency one not loaded is250Hz

I wonder after you calculate the difference which is 4% why you multiplied it by the frequency ?!
