In some areas, it’s more like the patrons are the scammers. Buffets almost never last in my town, because people are voracious eaters here and refuse to pay an amount equal to what they typically eat. We had a Ryan’s here for years that my family loved, but it got driven out of business by all the people who would eat 10 plates of food and then balk when they raised the price of the buffet by $1.

It's not a scam. It's common sense. As a chef for over 30 years, I can definitely say they do this so people can fill up on the cheaper stuff at the front. It's just about cost & efficiency.
