The strangest part is that I shot a spectral arrow at an enderman once. The enderman teleported away without taking damage, but it still had the glowing effect.

Edit: so I went into Minecraft and tested it. It no longer seems to work. When I initially did it, I believe I was in 1.9, so maybe it's been patched out since then, or maybe it was just a fluke.

I mean, you can pretty easily hit an enderman with an arrow
You just go up to an enderman with an arrow in your hand and left click

To the smart-assess that say you should hold an arrow and 'hit' the enderman that way, reminds me of the "Minecraft speedruns be like (original)
