For those who want to know what happens, it's just that endermen are coded to not take damage by arrow but we can hit them (for example a flame bow will burn the enderman even if it teleports (if we resume : When ([enderman] is hit by [arrow])
Then
Teleport, and make damage to 0))

honestly it made me sad back when I discovered this, i made a plugin on spigot/paper where with a special enchant on a bow, you were able to collect "souls" to make special spawn eggs, but ran into this issue with enderman with teleporting. So what I did was I made it so you had to have a spectral arrow first, to give it some lore ofc. Then when it "hits" the enderman, I had to make the arrow disapear and then force the enderman to take damage via code. TBH I ended up just giving them a damage potion effect which instant killed them, but anywho.. xD
