[Windows 10] Unlocking 30FPS to 60FPS

I will also add that this is only to unlock your monitors maximum refresh rate (which a lot of games will base the FPS on, especially if you have Vertical-Sync or V-Sync enabled)
If you get low fps on games, then it could be due to other issues such as the resources your computer is using, such as RAM, Graphics Card, or even the CPU.
Again, if none of this works, then I hope you're able to find some other video on here, or help from a professional regarding whatever your trouble might be.

Use A 43 inch 4k tv when gaming, on a PC. A cable box and other divice use 60 fps, only when hook up a PC a get 30 fps. Help me there . What should I do?
