For those who don't know what it does.
Vram "Virtual ram" is STORAGE used as ram, so it's much slower than your actual ram.
Useful if you have less than 16gigs

it is a backup resource that when the physical ram is used fully this virtual ram will take some load from the physical ram to run a little smooth also just set it to 8192MB than recommened(recommended for 8gb ram or lower)

This only increases swap. In other words, this increases how much of the RAM can be offloaded to disk if the system runs out of actual RAM. So, this only helps if you only have a few gigabytes of ram, and even then swap is waaay slower than ram.

Although, most modern processors are already capping their fps, and people are running their games at 300+ fps, when you get literally the same performance at 120 but without your CPU running extra cycles for nothing

Use registry edit and change dedicated vram, I did it and it works, made a big difference in fps.

This probably won't increase performance the reason why paging exists is so that if a program takes up too much RAM that it can start to store it on disk so if programs don't crash you don't really need this

Don't do this, if you need more virtual memory you should just upgrade your RAM. Virtual memory is basically the buffer Windows has incase you don't have enough RAM memory to store everything you're doing (which btw should honestly not be more than half your RAM memory size which is the default). Making it bigger just means that more bloat will be saved by Windows and your disk lifespan will be reduced if you use it since RAM memory gets read and written a lot, which is fine for RAM but horrible for a disk with limited reads and writes in its lifespan.

Boosting fps / fixing stutters requires a series of tunings and it's specific to your hardware and usage patterns. One tweak that works for you may bring worse results to the other users. Stutters are caused by many factors such as disk buffering (which can be fixed using ram caching/ disk caching, hog processes and more. I wish I can get time to explain this in the future.
