Hi I am an accent and dialect coach and I have around 50 different accents up my sleeve. Here I do 26 accents in one take.

I coach actors on the following accents American, Cockney, Geordie, Liverpool, Irish, Brummie, Welsh, Southern American, New York, British RP, Standard British, German English, Dutch English, Devonshire, London, Welsh, Scottish, Australian, New Zealand - Just to name a few.

I think that two important phonetic features of a thick Russian accent come from the fact that Russian has no diphthongs and that a vowel can change the sound of the consonant before it (there are hard and soft versions of many vowels). When the same is applied to English it hugely contributes to this specific accent.
I'm a native Russian speaker but also from a country where local language does have diphthongs and long vs short vowel distinction, so it was not that difficult for me to grasp, but that's not the case for the vast majority.

Never heard anyone speaking like that who is under 35. They have an accent, but it’s not so deep.
