Emoji are actually just letters in unicode and so their implementation depends on each specific font; most fonts don't implement emoji and so systems resort to their own backup emoji fonts so you usually see default windows/facebook/twitter/etc fonts; anyway, flags are implemented as a combination of two characters so all unicode specify is that there is a flag [M][R] and then the individual emoji fonts decide what that flag looks like. Following ISO 3166 they'll all make it a mauritanian flag but, well, lots of those companies are lazy and slow to update. If you want to get it changed, those are the companies you need to yell at

But we'd get to see purple as one of primary colours of a flag!
