This movie is probably the most well-structured political thriller in the MCU. And Robert Redford was one of the better MCU villains in the rogue's gallery. He played Alexander Pierce so well.

When you take a closer look Pierce and Rogers actually have something in common; they both want to do things THEIR way!

Before joining HYDRA Pierce was diplomatic and did everything by the rules but after seeing Fury defy direct orders and save hostages his way without permission Pierce was inspired to do the same and thus joined Hydra to build a new world HIS way rather than continue playing by the rules.

Rogers dislikes oversight and prefers to handle hostiles and missions HIS way without permission, hence why he rejects the Sokovia Accords and governmental oversight as this would hinder his desire to get the job done how he sees fit.

Both men are rebels who understand that rules imposed by others get in their way and inhibit their desires. Rogers may be more noble and a hero but his mentality is similar to Pierce and maybe one day would’ve turned into Pierce…..
