I like how Zemo's words pretty much echo Dr. Erskine's to Steve in the First Avenger. That the serum enhances the person's attributes. And hence why Steve was a high choice for the Doctor. It's not just about strength but strong mentality and the purity of one's heart.

Without that, a person can be too dangerous.

Daniel Bruhl deserves a ton of credit for his performance too. It would be easy to make Zemo some cartoon bad guy but his performance is so layered. Zemo is charming, deceitful, righteous, intelligent, ruthless and honest. Usually all during a single conversation. It takes a good performance to convey all that, and he does a brilliant job.

I think his line of thinking is that if you WANT the serum, then you think you DESERVE the serum. Which means you think that you are a BETTER choice then anyone else, meaning you think you ARE better than anyone else. And the serum will simply amplify that.
